Why He Wasn't Found 

 The Zodiac was notorious for not leaving any clues behind for the police to follow, even though he stated in many of his letters that he " wanted" the police to catch him.

One of the two Zodiac survivors, Michael Mageau, could not reveal the Zodiac’s identity to the police because in his capture all he saw was a person in a hooded mask with the Zodiac symbol on it.

The murders took place by the victim’s car, by a body of water, or places named after bodies of water. Police thought this could be a clue, but in the end it led them nowhere.

 The Zodiac never left any weapons at the scene.

 Reports indicated that the Zodiac wore glue on his fingers to make sure he didn't leave any fingerprints behind.

A call was made from a phone booth by the killer. He left the receiver soaked with sweat. Today’s DNA tests could have identified him but was not available at the time of these murders. Later on the police discovered that the call came from the phone booth across from the police station and they realized if they had looked out the window they would have caught this guy.

Experts suggest the ciphers sent to the newspapers by the Zodiac were an ingenious method of keeping the police one step behind the killer, so he would never be caught.

"The case would have been over in 30 minutes, if we would have formed a task force and we would have shared our information. The Zodiac wouldn't have stood a chance.” insisted Robert Graysmith, a cartoonist at the San Francisco Chronicle during Zodiac's initial reign and the author of the book "Zodiac."
